I received the LED’s for the light and found that by hooking then in series of 11 then taking those sets in parallel the current draw remains about the same

The circuit stays the same otherwise. The trick to it is not to draw more voltage from the load then the unloaded state of the driver example if you set the driver for 5 mA with 5 LEDs you would want to make sure you do not go past the point where it exceeds that or it turns into a step-up converter and you wind up no better than just using current limiting resistors. The LED’s are actually being driven from the BEMF flux of the toroid core not the input flux. Hence why it saves 70-90 % power driving the LED’s.
